Hearing surveillance is the ongoing audiometric testing of those at-risk workers to detect early signs of hearing damage. You need both. The risk assessment tells you who needs testing, and the surveillance proves you are monitoring their hearing over time. Without both, you cannot demonstrate compliance if HSE inspects or if a worker claims hearing loss.
