1.4 Elimination or Control of Noise (Regulation 6)

What this section covers: The hierarchy of control and employer duties to eliminate or reduce noise exposure (The Control of Noise at Work Regulations 2005, Regulation 6).

Where not reasonably practicable, reduced to as low a level as is reasonably practicable
Programme of Measures (Regulation 6(2)): If any employee is likely to be exposed at or above the UEAV (85 dB(A)), the employer must reduce exposure to as low as reasonably practicable by establishing and implementing a programme of organisational and technical measures, excluding the provision of personal hearing protectors.
Other working methods which reduce exposure
Choice of appropriate work equipment emitting the least possible noise
Design and layout of workplaces, work stations, and rest facilities
Suitable and sufficient information and training
Reduction of noise by technical means
Appropriate maintenance programmes
Limitation of duration and intensity of exposure
Appropriate work schedules with adequate rest periods
Ensure employees are not exposed above the ELV (87 dB(A) accounting for hearing protection), or
If the ELV is exceeded, immediately reduce exposure, identify the reason, and modify measures to prevent recurrence
Why it matters for fit testing: While Regulation 6(2) excludes hearing protection from the programme of organisational and technical measures (emphasizing that PPE is the last resort), Regulation 6(4) makes clear that when hearing protection is used, it must be effective enough to keep exposure below the ELV.
